Drug giants including drugmakers Teva and Allergan, and pharmacy chains CVS and Walgreen, have completed a deal to pay $19 billion to states that have accused them of fueling the opioid crisis, and pour more money into communities still struggling to tackle the scourge of drug use.

The agreement comes on top of a so-called $26 billion global settlement with drug distributors McKesson, Cardinal Health, AmerisourceBergen and manufacturer Johnson & Johnson.
